THE BOARD RETURNS FORM TC

​Dear owner,                                                                                     9/24/19
Four of your board members, Bud & Linda Bauer, John Templeman and Emery McGraw are returning home after visiting Treasure Cay yesterday. 
Our trip was to confirm the condition of Mariners Cove and to do what we could to further the settlement process with our insurance adjusters.  The adjusters have been to TC several times, but unable to access the interior of several buildings to properly assess the damage.  Our goal is to negotiate the best possible settlement in order to keep the association in the best position available to move forward. 
Much of what we found was exactly as we expected, however, we were able to confirm the completeness of the destruction.  What the wind did not destroy, the subsequent rainfall of approximately 24” did.  Even the few units with roofs, have been taken over by black mold rendering the units uninhabitable and the furnishings unusable.
We strongly discourage owners from visiting TC unless you go prepared to be totally self sufficient.  There is nothing available except the donated food and water at the clinic.  Even rides to and from the airport are scarce.  Entering the units is not advisable.  They are not structurally stable and they are overrun with black mold. 
Our adjuster has verified that the 1300, 1400, and 1500 buildings are totaled.  From what we saw, we expect that our photos and documentation of the 1100, 1200, and office buildings will lead to those buildings also being rendered a total loss.  We are also in the process of trying to negotiate the maximum settlement for each owner with regards to contents.  This process may require each owner preparing a list of contents along with replacement costs to substantiate your claims.  We will let you know what is necessary as we get further information.
The only garages with roofs still on are the eight units on the tennis courts.  These also sustained damage but are reasonably intact.  The other garages are exposed with no way to secure them or the contents. 
We are working closely with other condo associations to pool our efforts with respect to a contractor to perform the demolition and debris removal.   Combining this task would serve to minimize the cost for all of us.
We all are now left with both an asset and a liability in Treasure Cay.  It is important for each owner to realize that ownership comes with certain rights as well as responsibilities.  We are all bound by Bahamian Condominium Law which we will need to abide by in determining how we go forward from here.  We have been reviewing these laws and have our attorneys researching it to provide us with a formal interpretation so we can be sure to proceed properly.
While on the ground we attempted to take photos of every unit from the front and rear.  These photos will be posted for all to view.  We will provide details of how to view them as soon as they are available

Dear Homeowner,                                                                               9/20/19

This letter is to update you on the progress being made as your Board of Directors deals with the aftermath of Hurricane Dorian. It’s easy to feel overwhelmed with the daunting task at hand, but I can assure you that the board is in constant daily contact both among ourselves as well as with a whole host of other individuals and entities that will be integral to this mission's successful completion.

Our primary focus at this point is to secure the absolute best insurance payout that we can. This effort will require exacting documentation as well as solid and productive communication between our board and our insurance carrier and adjuster. To this end, Bud and Linda Bauer, Emery McGraw and John Templeman will be traveling over to Mariner’s Cove on Monday, Sept 23rd to walk the grounds with our adjuster. This interaction is critical to our success in resolving this issue fairly and amicably.

This travel by four board members comes at great personal expense in terms of time away from family and work as well as the safety risk of getting back to Abaco so quickly after this devastating storm. We all owe them a sincere expression of gratitude for volunteering to do this without a moment’s hesitation. Their physical presence on the property will give us the absolute best idea of what is actually going on currently and is invaluable towards helping us move forward.

They will issue a report upon returning home and we will all get a more complete picture of the situation at hand.

DORIAN UPDATE LETTER

​Dorian Update
Dear owner,                                                                                                    9/17/19

It has been a little over two weeks since Hurricane Dorian hit Treasure Cay.  We appreciate your patience and hope we can soon get more information and begin the process forward.  We have been in touch with everyone possible in TC to get the best information possible from everyone involved.  I have been in daily contact with community leaders from all of the largest condo associations as well as representatives from Treasure Cay, Ltd.  Our board feels it is critical to have a good indication of what Treasure Cay Ltd. and the other condo associations are doing so we can make the best decision possible about the fate of Mariners Cove.  To make this decision devoid of that knowledge would be irresponsible.

In the meantime, we have been in contact with our insurance adjuster who really does not have much to offer by way of report yet because he has only been able to get to Treasure Cay two times since the storm.  He is being housed in Nassau and needs to employ charter planes to fly into TC and back out each day.  Weather has prevented air travel several times since his arrival.  While waiting, we have been consulting with several interested individuals with considerable insurance experience including past president, Mac Beckwith.  We are also prepared to enlist the services of a public adjuster should we deem it necessary.   Their services come at a rate of 7 to 10 percent of all funds recovered.  That is our last resort.

Over the past 15 to 20 years, Mariners Cove has remained financially solvent by maintaining a healthy reserve.  This practice has allowed us to overcome unexpected repairs and other financial demands without the need to go to our owners for assessments.
Recent delinquent accounts have depleted our reserves by approximately one third of their previous balance.  These accounts have been pursued diligently and one unit which we had a judgment against was listed for sale with a signed offer when the storm hit.
Another unit has a court date in early October.  These judgments, however, don't help us until we can sell the unit and collect the funds from the settlement.
While it may seem counter intuitive, it is important that we continue to collect our quarterly fees to remain fiscally solvent.  Our units are demolished; however, we have not received any assessment from the insurance adjuster yet to determine what they are willing to pay for our loss.  What we do know is that, regardless of what happens, we will need to enlist a contractor to complete the demolition and remove the debris from the site.  Funds will be necessary for that and we do not know if our reserves will be adequate to cover that cost.  We also do not know yet if the cost of that removal will be added to our insurance settlement.

There are certain budget items which will continue regardless of what happens.  Our board has decided that Paula will continue to receive her pay at least throughout this budget year.  She has lost her home and everything she owns. She has been devoted to Mariners Cove for many years and deserves our support.  We will continue to have accounting and legal fees.  We cannot stop paying insurance because we still don't know if everything is being considered a total loss or if there are portions which may be deemed salvageable.  The grounds maintenance costs will continue but with different goals, cleanup and basic mowing to prevent the grounds from becoming a jungle.  While certain annual budget items will not need to be paid right now, some of those items may require substantial investments before they can be put back into service.  Those items include the pool, laundry facilities, R.O. system, etc.

We ask your cooperation in keeping Mariners Cove solvent for the foreseeable future so we all have the opportunity to gather the information necessary to make an informed and intelligent decision about what happens with Mariners Cove next.

INSURANCE CLAIMS

​Dear Owners,
We have received many questions concerning insurance and claims.  We are in contact with our insurance company and are waiting to talk with our claims adjuster.  Once we talk to the adjuster we will then give everyone detailed instructions regarding claims.  We appreciate everyone's patience and understanding.  This is going to be a long slow road to recovery we are looking at a year or two to get back where we were before Dorian. Stay positive, we will keep everyone posted with information as we receive it.

LETTER FROM BOARD September 8/19

Dear owners:
 
This past week has been traumatizing even as a distant bystander watching from the safety of our homes.  I can’t imagine what it was like for those close to us who were there and living it.  The reality of it is that the people of Abaco are resilient and even Dorian will not discourage them. 
 
We have now confirmed with three different sources that there are heavily armed defense forces on the ground in TC.  They are actively routing out any persons not involved with the relief effort.  We continue to be in communication with the leadership of the other condo associations regarding the future of TC.  We are all in agreement that any effort to rebuild would be futile if not taken on in cooperation with all condo groups and Treasure Cay Ltd.
 
I spoke with Stephen Kappeler and he expects the Meister Family to be making a statement to the community shortly.  The whole family has been to TC and have publicly stated their intent to rebuild.  In conversations with other boards, I have expressed my desire to encourage Mr. Meister to use this as an opportunity to strike a new deal with the Bahamian Government regarding TC.
I would like him to make rebuilding contingent upon TC becoming more independent and a truly gated community with our own security which is not hampered by the government.  We would also be better served if our utilities were locally owned and managed.  We certainly have the wherewithal to take care of those things better and cheaper than they are being managed now.
 
We will keep you all informed as we get more information.

However, there are a few things you may like to consider: Firstly, it is essential that you cancel/disconnect all monthly services such as your cable, electricity and water, as your bills will continue to be sent. You need to email each service and request a cancellation. You also need to include a photo of your government issued identification.

Update Joy Chaplin & Mike Robus 8/8/19

We now know that Joy Chalpin and Mike Robus, of 1209, are safe in Nassau, they rode out the storm in the 1300 building. Attached are some photos from Joy.  At this time we know that they have lost the kitchen in their house but we do not know the extent of the total damage. If you are interested in helping Joy and Mike we will forward you an address for them when we have one, they have been a great asset to Mariner's Cove over the past many years.

 TRAVEL TO TC  8/8/19

Dear Owners,
We have confirmation that Bahamian Defense Force personnel are now boots on the ground inside the TC gate, very well armed and aggressively checking on who belongs and who doesn't.  Those who belong are those veritably in the relief effort.  All others are being told to get out.
Traveling to TC unless you are with a relief effort organization is not advised at this time.

Attached is a FB post from Sami Brenner it will give you a snap shot of information about TC; 


Just got off the (satellite) phone with Geoff Elk-Hunter Beck from Treasure Cay.  The second they landed they hit the ground running.  We had about a 25 minute conversation.  Sorry this is long but it is important information!!!  He wanted me to relay the following:

1.  Treasure Cay in structural terms is apocalyptic.  “Looks like a nuclear bomb went off.  The damage from the photos and videos we’ve seen doesn’t translate to being here in person.   To witness firsthand the devastation and destruction is unlike anything the rescue and relief crew has ever experienced.  Treasure Cay looks unrecognizable.  The emotional aspect of it is overwhelming.”  
2.  Treasure Cay Community Center:  about 100-150 there.  Everyone is safe and healthy.  They are receiving all the relief and there is a sense of order.  Using all the food and water they are receiving and will need to continue to be replenished as time goes on.  The sense of community was STRONG.  No violence, no looting, no guns.  Everyone coming together beautifully in such a dark time.  **Anyone seeking medical attention has been evacuated.
3.  The Haitian community has congregated and sought shelter in the local church (along the bootle highway).  They are healthy, safe, and in good spirits.  They too have received relief from everyone’s efforts.  Will need food and water replenished.  Most needed for long term (as well as the community center), shelf stable foods. Most of them intend to stay on the island as they have nowhere to go.
4.  EVERYONE IS SAFE AND ACCOUNTED FOR IN TREASURE CAY.  They are still on the hunt and keeping their ears and eyes  open for anyone that hasn’t been accounted for.  ***If you have not heard from someone and know their last whereabouts, please let me Know!!!  I will relay this information to this rescue mission group!
5.  In the next few days (hopefully by the middle of next week), everyone wanting to evacuate from TC will be off the island.  They are expecting TC to become a “ghost town” for a bit which would be a great opportunity to get people in to start the clean up efforts.  There are people planning on staying which will depend on relief as they start to rebuild.
6.  Not a single electrical post from Sandy Point to north of Coopers  Town  is standing and functioning.  Power on the island is non-existent and will take an incredible effort to get up and running.  This is a top priority in order to CLEAN UP AND REBUILD.
7.  The international and private relief is what’s keeping people ALIVE,SAFE and EVACUATED!  The outpouring help from people around the world hasn’t gone unnoticed as there is no Bahamian government assistance in Treasure Cay.  (I am only speaking on behalf of TC from a firsthand witness!)
8.  There were about 1,000 people at the Treasure Cay Airport waiting to be evacuated.  Everything was under control.  Again, no violence.  Just people tired and desperate to get off the island.
9.  Their mission tomorrow is to deliver relief and aid to “The Farm” outside of TC which has seen little to no help.  ***Again, if there are people unaccounted for at The Farm, please let me know and I will relay the message this group of relief individualsl!!
10.  If you are a home owner in TC and want updates/pictures of your home, please let me know.  When they have time at the end of the day these guys will visit your homes and take pictures/videos for you.

I hope this is helpful.  Please let me know anything important I can relay to this group of people who are staying in TC on this rescue and relief mission.

THURSDAY SEPTEMBER 5 UPDATE

​Dear Owners,
Joy Chaplin her father and Mike Robus are safe, Paula and her family are exhausted but safe in Nassau.   
 
We urge you not to travel to TC unless you have permission to fly disaster relief supplies into TC.

There is no power, water, food, cell service or internet.  The building are unsafe to be in or around and there is no livable space.

Just spoke with Stephen Kappeler, Treasure Cay Ltd. GM, and Stephen Sawyer, Treasure Cay Security.
 
They are both at TC airport and there are armed police officers at the airport to maintain control. 
 
Flights are going in with relief goods.  Needed items include generators, first Aid supplies, Water, Food, popup canopies. Medical, police, and fire personnel willing to help are welcome.

 
Planes are being asked to evacuate people to Nassau, that is the biggest need right now. 

They are staging people at the airport to be ready whenever a plane arrives.  Some people have their passports with them and wish to go to the states.  Many have relatives here.

As I stated before we would like photos of your kitchens and bathrooms, we do not need any others at this time. We will update our website, a new tab has been added "Dorian", please check it as often as you can.

Dear Owners,
As you can see by the photo below and on social media, we have sustained serious damage to our units.  Most of our units have lost their roofs but as you can see some are still there.  As we move forward we need to gather photographic information that will aid us in dealing with the insurance company.  If you have your unit on VRBO, AirB&B, a website or any placed that we can view your unit, please do not delete the account.  Please send me your listing Number and unit number.
We will keep you updated as information comes in, please be patient, we still have no contact internet or cell service.  We are grateful for all of your positive and kind responses to our emails, we have been working on this diligently since before the hurricane hit and will continue to so.

Tuesday September 3 Update

​Dear Owners,
 
We do not have any new information about Mariner’s Cove, but we do Paula and her family are still safe. We made a decision to give our satellite phone to Chis Roach, Retired U.S. Coast Guard Officer. Who lives in Brigantine Villas.
 
He wanted to take the phone to the Corbett Clinic because he said they are setting up a command post to coordinate Coast Guard and other relief including landing sites.
 
He said he will be in touch with Coast Guard and the U.S. State Department directly.  He said he had a way to keep it charged at the clinic.  But we told him to continue to check in on Paula a couple times a through the day.  She is still in the cottage with winds between 50 and 60 MPH and rain.
 
All conversations are broken and patchy, but she is obviously distraught so we really could not get any clear answers about what we are dealing with.
 
Her granddaughter doesn’t want to leave the house to go to the clinic.  She doesn’t want to go outside.  We hated leaving Paula without the phone but she is safe now. 
 
Within minutes of giving up the Satellite phone, we talked to Craig Roberts who knows Chis Roach, and verifies that “He will get shit done”.  He described him as a McGyver.
 
The government is discouraging private individuals for flying or boating in saying they are trying to get people out of TC. Chris just vairfied that it is not safe for anyone to travel to Abaco at this time. 
 
Chris has set up his command post at Corbett Clinic and we are now in direct contact with the guy who is coordinating things on the ground in TC. Currently helicopters have landed at Corbett Clinic and the field behind the Tipsy Seagull.
 
It looks like there is nothing we can do at this time, but wait. Please be patient information is slowly coming out of TC but there still is no power, cell service or internet. We will keep you posted and updated.

TCCF

​So that everyone is aware of the fundraising effort being launched by the Treasure Cay Community Foundation (TCCF).  TCCF is an established US 501 c3 charitable organization and is approved to accept donations that are deductible for US taxpayers.
 
Checks made out to TCCF and designated “hurricane Dorian relief” may be mailed to Tom Wheeler, PO Box 306, Mentor, OH 44060.  Funds received will be acknowledged by email and deposited in TCCF’s account at PNC bank.  A donation acknowledgement and receipt will come from TCCF via letter.  We will have information about wiring donations after the holiday.
 
I know there are other fund raisers being organized, including some online.  I’m aware of one that is gaining traction and is planning to direct the donations to TCCF.  Donations sent directly to TCCF are not subject to any collection fees.
 
TCCF has an undesignated funds account that will be drawn on immediately for humanitarian relief as soon as possible after storm passage.  As in the past, Treasure Cay Emergency Services (TCESO) will be distributing relief supplies.  Funds can only be given to an approved entity.  The initial efforts will be humanitarian relief only, e.g. medical, food, water, shelter.  TCCF funds may be used for rebuilding subject to applicable rules, but the immediate need and effort will be humanitarian.  I suspect there will be a great need for tarps and tents.
 
The focus will be getting relief to Treasure Cay and surrounding communities where many of those who work in TC live.  I believe that we will find devastation on a massive scale once we are able to communicate.  Shawn and Heidi Fay have agreed to oversee the disbursement of funds and will release them to TCESO for purchase of supplies for distribution to be overseen by Colin.

We talked to Paula last night in Nassau, she is in good spirits and safe. Paula will be flying to Melbourne FL, we believe Sunday, to stay with one of our owners, 1217 Lance & Nicole Haskins. Nicole and Paula are very close friends. Paula will be in very good hands.  
Paula lost everything she had, if you are interested in helping we are asking that you send gift cards or checks to Paula, Walmart, Target, Ross, etc. this way Paula can purchase the clothing and products she needs.

Good morning Treasure Cay Homeowners, Neighbors and Friends.


You are all aware of the devastation that has hit and is ongoing in Abaco. The last communication that I’m aware of from Treasure Cay was a short call from Colin Albury to Tom Hord via satellite phone at 2:48 PM yesterday afternoon. Colin and Patty were home, hunkered down and experiencing very high winds and fearing their roof could blow off.


I’m writing this at 4:00 AM and planning to send it without further editing so that everyone is aware of the fundraising effort being launched by the Treasure Cay Community Foundation (TCCF). TCCF is an established US 501(C)(3) charitable organization and is approved to accept donations that are deductible for US taxpayers.

TCCF has an undesignated funds account that will be drawn on immediately for humanitarian relief as soon as possible after storm passage. As in the past, Treasure Cay Emergency Services (TCESO) will be distributing relief supplies. Funds can only be given to an approved entity. The initial efforts will be humanitarian relief only, e.g. medical, food, water, shelter. TCCF funds may be used for rebuilding subject to applicable rules, but the immediate need and effort will be humanitarian. I suspect there will be a great need for tarps and tents.


The focus will be getting relief to Treasure Cay and surrounding communities where many of those who work in TC live. I believe that we will find devastation on a massive scale once we are able to communicate. Shawn and Heidi Fay have agreed to oversee the disbursement of funds and will release them to TCESO for purchase of supplies for distribution to be overseen by Colin. 


I am planning to go to TC as soon as possible and will load up my plane and fly relief supplies. I don’t know when airports will be cleared, but I suspect it will be Wednesday at the earliest. I’m aware of boats that are ready to help, but when the seas will be safe for passage is unknown.


I will try to keep everyone informed via the fundraising mass mailing list. Please distribute this information to people you may know who will want to help.

Update: I heard from Clint Sawyer at 11:00 AM today. The call was garbled but he said that Marsh Harbour is in complete destruction. Will need a bulldozer to travel around. Only saw two roofs that made it in his immediate area. He doesn’t know of any injuries in his immediate area.

We realize that there are several groups organizing fund raising efforts to support relief to Abaco. Below please find a letter from TCPOA which provides some information on how to make contributions to Treasure Cay Community Foundation.  While we appreciate the efforts of the other individuals trying to raise funds, TCCF is structured in such a way that 100% of your donations goes directly to your intended cause.  Our board recommends that you direct any donations to TCCF. All funds are managed and distributed by Treasure Cay Community Members.
